I have restarted the game, like, 4 times in less than 10 mins

Help my game is not loading, ive waited for like a hour and its only halfway.....ahhhhh
i keep talking to pebblefrost and his dialog stays the same
and he wont ask to be my mate after i talk to him for like 30 mins straight
